Democrats can block anything getting done in Congress. If Trump finds a way to get around this it makes Congress totally irrelevant, and emphasizes that he has overthrown our government. In that case civil war is inevitable.

Then Democrats should block reauthorization of the budget.

If Trump refuses to comply with court orders, the next time Congress needs to reauthorize the federal budget, Democrats should shut it all down.
