I'm not sure. It seems like it would get people money faster, though. And that is a benefit all its own. So, I'm eagerly following ongoing pilots to see what works and what doesn't.

Vouchers are America’s primary tool for helping people with very low incomes afford safe and decent housing. But vouchers remain hard to use. More than 1/3 of people offered a voucher aren’t able to use one. Would it be better and easier to pay people directly, instead of paying their landlords?
