By "choosing your own districts" I'm pretty sure he's referring to gerrymandering, which definitely is much of a problem.

I just can't make that jibe with everything I've read about the history of the border patrol and its reputation even among other law enforcement agencies. It's been rotten to the core and filled with the worst of the worst since the start.

Given that they're not following the law and releasing all of the files at once, it immediately raises suspicion about what files they're choosing to release at what points.
