If a studio like Rockstar released a demo I'd expect to be involved with it for at least 3 hours as a casual player. For indie devs it's more of a scope question, but I would say anything goes tbh.

For an indie game I've seen demos that are open end with the potential to easily sink some hours into it, as well as some that are 15-20 minutes short.
What matters most imo is that you show off the cool thing(s) one can do, or at least give a taste of them.
