I have a couple of small packages that work perfectly with PHP 5.3 and up.
Now and then I patch them so they work properly with the latest PHP versions, but since I have no intention to refactor or add to those packages, I see literally no reasons to bump their minimum PHP version requirements.

However, I do think package maintainers should always do their best to make sure their packages work with the latest version of PHP, so that they don't block the PHP upgrade path of their users.

I'm against pushing newer minimal PHP versions in libraries just for the sake of it – you should only increase your PHP requirement if you're actually going to refactor or add functionality using newer PHP features.

This happens because when you work with a large group of people, there is always "that person".
It's very resource-intensive to audit every piece of art that a group of artists create, so Bungie should a hire dedicated people to do this... well, we all know why that isn't happening anytime soon.

Because it's a lot harder to debug issues when cross-continental packet latency is also a factor.
When you're doing tests, you want to be able rule out as much factors as possible.

While that's also true, people outside of NA can connect to the US servers just fine if they manage to get a code (and lie about their location in the form).
They'll just have increased network latency.
