Yet we should be careful not to put all our eggs in the ad hoc basket. Ad hoc coalitions have clear advantages, but also major flaws: from limited accountability and weak coordination, to a frequent lack of embedding in longer-term political strategies and a tendency to duplicate existing efforts.

Today, coalitions have become not just a feature but, for many, the only viable way forward to keep multilateralism alive — what Carney (and earlier, former U.S. Secretary of State Antony Blinken) call a world of "variable geometry".

Through our Adhocism Project (2021-2025), funded by The Research Council of Norway, we were able to study the phenomenon of ad hoc cooperation in global governance more deeply — examining when and how such coalitions emerge, how they operate, and what effects they have on the multilateral system.

In 2020, John Karlsrud and I published an article on the growing prominence of ad hoc coalitions in international security. We warned that while ad hoc coalitions can act quickly and effectively, they also risk undermining the legitimacy and resources of traditional multilateral organisations.
