What is the motivation on Sway of the Stars? I just don't really see a good use case for it? Restarting the game just feels like a net loss. I would rather just lose to something like Biorhythm and start from 40.

A side effect of this is clarifying that a card like Thassa's Oracle should almost never be your win condition in bracket 3, which I think strongly matches the feelings of most players within that bracket.

I also really like the indicators about how a player should win the game. That's a big distinction between brackets 2/3/4 that we didn't really have clear indicators for until now. It's not foolproof, but I might have emphasised it even more as it is a bit part of player expectations.

These "expectation" definitions are a HUGE improvement imo. Much clearer about how the game should be played in different brackets. "Average turns to lethal" is a really useful indicator in most situations and probably the most important factor in whether players feel that they had a decent game.

You could rule zero anything. The purpose of the brackets/game changers/banlist system is to define some "default" expectations that usually work for most people and help with communication. It was always easy to know that Urza or Yuriko were high power commanders, so limiting them was unnecessary.
