Feel like this misses the point. The game does not stand in isolation, modern military shooters that were almost just "Spec Ops, but un-ironically" were omnipresent at the time. You might have opted out of the WP scene, if you could have, but you didn't opt out of the AC-130 scene from COD4.

Erecting bureaucracy that gums up procurement in the name of ill conceived cost savings initiatives dreamt up by out of touch senior management is very much running the government like a business.
