I think it’s naive to assume midterms will happen.
The larger issue is there isn’t an insurance company around that will insure new homes in CA post fire. We’ve already seen that in Tahoe post the massive snowfall in 2022. Same in Florida. Without insurance new builds are nearly impossible.
