I have a question. My mom passed in November. She was on Medicaid. She had no life insurance, or will. Her name was primary on her home and secondary on my sister's. I just got a bill from Medicaid saying that my mom owes $20,848.00 or they will take all her assests. How is that possible?

I am not sure about this program. It reminds me of Twitter and I wasn't fond it that.
