I took it to mean pretty much the exact opposite especially given the context. In any case the most conservative translation would be towards a claim that the constitutional amendment won’t be motivated by any personal career needs. “No intention to” is definetely a mistranslation.

This is a mistranslation on Bianet’s part. Erdoğan is saying no such thing.
