The naval historian Norman Friedman once put it to me this way: was the war in the Pacific about how the Japanese took something from the U.S., and how we took it back? Or was it about how Japan started something and the U.S. finished it? The former is the Army's view and the latter is the Navy's.

That is the Navy's fault. The Army wrote a 127 volume history of every aspect of its role in the war. While Morrison's histories are epic, they only tell the story of the Navy's operations. They do not spell out the Navy's role in the broader war effort. The story we know was told by the Army.

King got Roosevelt's approval for this in March 1942. In a sense, Midway was the non-sequitor to the direction the Pacific war was taking as the Japanese retooled after completing their initial plan.

This is what King had in mind when he had Turner rewrite the Navy's Orange sub-plan of Rainbow 5 in the spring of 1942. That substituted the Solomons for the Marshalls.

That was a feature from the long years of Orange planning. Once the Navy gave up on the Through Ticket to Manila, they realized that they would need to fight an interim phase -- usually planned for the Marshalls -- which would feature steady attrition.

They had to fight Marshall and Eisenhower tooth and nail for the resources to do so. Marshall became so pissed off at Turner's truculence in staff talks that he asked Roosevelt to get King to reassign Turner.

The think about Guadalcanal was that King and Turner were already planning it before Java fell and ABDACOM collapsed in March 1942. They knew that maintaining the SLOC to Australia would be key to stopping the Japanese.
