Computational papers should take the form of Jupyter/Pluto notebooks*. And the conceptual presentation should bridge the gap between tutorial & paper: too often I see complex code that is hard to get to the bottom of. Show me the toy model first!

Untestable speculations are definitely a problem for neuroscience theory, but sometimes the opposite seems to happen: experimentalists tout as novel findings that were clearly anticipated by theories and models that have been around for decades... and don't even cite them.
