For clean-sheet games yeah you can incorporate base size into the movement value to account for it, but that's a ground level design decision. I think we can all agree that Black Powder Red Earth's center to center movement is bonkers

If the scenario requires you to reach a thing, and your big dude gains an inch or two from base size, then I think it is. I've had games of infinity go down to a model being half an inch too far away from something. In games with pre-measuring I don't imagine it's a problem

There's nothing stopping you from making the templates to do this. The advantage of the top one is that you can use the same ruler with all base sizes and shapes without gaining distance
