Not a great take if you are putting moral judgments on the different modes. Technocratic mode is just one way things can be seen and is appropriate if times are a certain way. Deciding in advance that all people who are good at that mode are dumb is….dumb

-Things that are backed up by the people who staff executive agencies and design legislative strategy.
-Things that don’t matter, and that paying attention to will actively obscure the reality of governance.

Lots of food (like popcorn) is advertised as being “butter” flavored and will not contain milk. It would be easy for a well meaning aunt to buy butter for her deathly allergic nephew and think that it must be some special kind of non-dairy butter if it literally does not say it contains the allergen
