Hey! Did you know that the ACA limits the profit margins for health insurance companies to 20%? Sure that's a high margin, but when it first passed, some people got refund checks!

I read this over and over again. But I still don't get it... Doesn't financial aid go to the schools, not individuals? If it went to people, this scan would have been popular before. Are the schools creating fake students?

Are you using balanced billing? If you have a daily meter reading via smart meter that's the only reason I can imagine you are seeing estimates at all.

The estimate is recalculated yearly, usually in the summer or late fall ahead of the heating season. There is a big push to go to smart meters and big customers get daily usage data. It's not a bad idea to declare equipment changes, but I don't know how that works.

I'm currently working for a gas company writing software that does this billing. You're overthinking how it works. Each customer has two numbers: base usage and then additional use per temperature decrease. That's it.
