I'm reading it that the regulator agrees with me that more things need PSS and AVR functions besides thermals, and apparently you agree about this too..And they agree that correct modeling is important just as I've said. They seem to dance around the fact that more thermal dispatch helps both.

What is your comments on the PSS provisioning to dampen oscillation or if the TSO did correct EMT study to try to find the dispatches that excite the resonance modes? Pretty damn sure this is also part of the first recommendation in the study. This guy said it right

The first event in the chain was an RE generator that tripped even with system voltage levels at nominal wasn't it. I bet you blame this the same as thermal generators not provisioning the "adequate" reactive power

If anything the report backs up my position that if you want to get all the way to the edge on your dispatch then it's on you as the grid operator to make sure the settings are what you *think* they are. This presumably would involve all control models for both your thermals and IBRs

This section seems heavily reacted. There is an extensive history of grid following inverter controls being sources of intra area oscillations in weak grids though I'll comment

The report suggests extra elements like STATCOM or BESS to do this function but given that oscillation damping is also tasked to the thermals how much a factor is the lack of this to the initial events

The oscillations are a major factor and a buried aspect of the events seem to also be that the PSS/POD functions are also predominantly on the thermals plants as well.

The report explicitly mentions the lack of dynamic control both due to the insufficiently compliant generators but also from the low number of generator. Given that thermals were the predominant source of voltage regulation it stands that extra units dispatched increase that capacity
