They unfortunately stopped letting home users do that, to get it to work in the same way you have to kill the WiFi driver process from CMD and pray it detects it's down.

Are those running a different version than the latest Windows 11 Home? Cause I tried that same trick on my last install and it didn't work anymore, bypassnro seems to be missing on the latest version.

I had to manually create the account with CMD and then restart.
