I find it difficult to believe that the secret service is completely incompetent and broke every single protocol for a shooting. He should have been covered by agents and in the car in seconds, not fist pumping and putting his shoe back on.

That's all old rules. This regime includes all three branches of government and the old rules are defunct. It's important to recognize that our institutions are incapable of fighting this.
