Yeah, the game is designed so that PCs are basically at 'full strength' for each encounter in terms of health and players have at least some of their powers after ten minutes of rest.

The 'ten minute' chunks basically gives a bit of 'realism' to what are per encounter powers and health boost.

It does make other more interesting shields feel like the 'bad' choice.

For me I start with what do players want to do and give the players guidelines on what is possible for an unfamiliar subsystem.

I just give players information if I don't think it'll be fun for them to fail to figure it out with a perception check.

And good rp and clever ideas get auto success.
