Any reputable e-commerce importer already has a broker file a T86 7501 so it’s really just putting a new entry type code on the declaration. The change for the importer is now they need their own bond issued by CBP because their brokers won’t let them use their credit to pay duties

Yeah it’s such a shit show - I’ve been too busy to make it my problem and test it out yet but I’m pretty sure this is going to break ACE’s ability to consume watch sets again like the first round of chapter 99s

lol I’ve just worked in customs brokerage for more than a decade and have sat through a few hours of meetings yesterday and today getting ready to amend a ton of 7501s for e-commerce clients

This will be a pain for individual importers abusing the section 321 entry process but the vast majority of ecommerce importers already classify their products and pay a broker to file a T86 7501 entry on their behalf to comply with PGA reporting requirements.

The China tariffs are still going to be insanely disruptive. The new HS codes weren’t published until ~2 hours ago. Any de minimus shipments will be held until duties are collected. We haven’t even ever fully tested whether CBP’s ACE system can accept multiple chapter 99 tariffs on a 7501 line

CBP still hasn’t issued official guidance on the new tariff codes that would need to be added to MX/CA entries and its nearly COB EST. It’s like the IRS announcing they’ll mandate a new box on a 1040 the afternoon before tax day without actually saying which one to now needs to be fillled.
