I haven't personally seen this but hypothetically yeah they could set the price however high they want with very little fear of backlash. It's a form of price gouging (which is illegal) but is very rarely punished (e.g. the loblaw bread price fixing scandal)

we got rid of the penny in canada and it's a wash honestly. Prices get rounded to the nearest 5c. 99c becomes 1.00, 97c becomes 95c, etc. Getting rid of the penny is an objectively good idea.
