From the workhouse to the labour exchange to Universal Credit, the political debates are the same - they used to be more explicit though.

- how can we make life outside of work intolerable?
- how can welfare infrastructure sort the 'deserving' from the 'underserving'?
- Etc.

...A 'blackened' other was needed to discipline workers in the imperial core during industrialism (+ this persists in new forms), whilst during neoliberalism welfare was tightened up to force traditional family setups (single mums were a terrifying archetype for the right)...
