Again, because DOGE was a reorganization of the USDS, please read U.S.C. Title 5, Part 1, Chapter 9, Subsection 906 that states the requirements for a reorganization plan. Also Elon has posted many times on X stating he, himself, was shutting them down. That’s not giving advice.

I think the issue is that he’s not making recommendations, he’s doing it himself which is illegal per USC Title 22, Chapter 4; USC Title 5, Chapter 9; the State and Foreign Operations Appropriations Act, rulings from Myers vs. United States, etc.
