My cynical (and hopefully wrong) thought is that because existing ones impart culpability to the service and not necessarily just users there is a reluctance to enforce, so "strengthening" might be an introduction of something that is less broad in scope so they can avoid not going after companies

I think it's the idea that the protagonist is a random white guy who joins the natives, becomes a part of their culture but is instantly better at it than them and allows them to defeat the colonialists he was originally part of
