Pay people for the work they do for you. It's not their fault that Publix stops serving popcorn chicken way earlier than the damn deli closes every single day or that BOGO items fly off the shelves.

To pile on, if somebody else has found that item sometimes even within the last twenty four hours, your shopper will be penalized for not being able to find it, even though it might have been out of stock for 23 of those hours.

When you adjust a tip down because they couldn't find something that you requested, and the total is lower, you're not paying them for all of that work they did FOR YOU to try and find what you were looking for.
You're adding insult to injury. Tips should be AT LEAST equal to the instacart fee.

Their statistics on their personal shopping history have also probably been negatively impacted by how long it took to try and find what you were looking for. Those statistics determine how many orders they get offered.

Given the lack of intelligence in the new replacement system, they have also probably attempted to find replacements and been told by the app that it's too different, even though it's basically the same thing.

If you can’t afford to tip at least equal to the delivery fee, you can't afford to order from DoorDash, Instacart, etc. The delivery fees barely cover gas, let alone wear and tear on vehicles.
