Yep. Refusing to imprison Nixon, then refusing to at a minimum impeach Reagan with Iran/Contra, then just letting them lie us into Iraq was a clear evolution of being allowed to get away with things with zero real, personal consequences.
There was only one way this would go, with such a trajectory.
