All profit based companies regardless of product or service only exist to make money. The vultures(CEOs/Executives) only exist to line their, and the leeches(Share Holders) pockets. Energy, Water, Health, Transport etc. All have marketing and sales departments??? which just adds to the cost.

The per galaxy was to represent an 'average' size (Milky Way) with a quantity of stars. There are some smaller and larger eg-(IC 1101. Scale: 4,000,000 ly). So an average size/quantity which we can estimate so far is, as I have stated the absolute would be one intelligence per galaxy, minimum.

So the 'Absolute'(adjective-not changing)'Minimum' (mathematical quantity)of 1 intelligent life form (At various stages of evolution)'Per Galaxy' which is also a highly mathematical impossibility but, is a minimum. Since the 2015 Hubble upgrade there is thousands of billions rather than hundreds
