No. Harry called Preston a suburban city. Going to the centre itself (which is relatively small) isn't really the issue. Most of the traffic congestion is people driving from one suburban area to another, or passing through the bottleneck that is the the River Ribble.

Not to mention the route up to Penwortham, and even the bus lane up Fishergate Hill isn't too bad.

I live very close to that cyclops junction and use it regularly. It's lovely, but it's the fact that it joins segregated infrastructure in all four directions that makes the difference.
