I would be more cautious about the RRF delivery model: The EU Court of Auditors and the German Federal Court of Auditors (BRH) have signalled serious issues with national oversight. End-2023, the BRH stated that the leading Federal Ministry of Finance had no glue where and how RRF funds were spent.
