They chose to purposely not work on their own and it was not part of the Sagaftra strikes. A lot of the VAs lied about this and when the truth came out they backtracked. So after multiple attempts by mihoyo to get them to come to work and VAs refusing, they eventually have to replace them.

FYI the VA who plays Wriosthely posted a YouTube video explaining that what really happened is genshin continued to offer all the VAs work and they have ai protection in their contracts/get paid union rates, however the VAs got together to try and force hoyo into unionizing so they got more benefits
