The problem IS if they speak up, they lose their job, they lose access to AF1 and the president himself. That's their livelihood. So one moment of moral clarity gets you and your family the unemployment line.

So if there wasn't a govt shutdown the money would be there to pay SNAP. So why isn't the money there now? Did Trump take the money and apply it elsewhere?
