Minor correction: This is a real quote, but not from the manual. It's from the Furby Trainer's Guide, which was unofficial.

Later the book was updated + republished with Tiger's approval. The quote was untouched, so yes, it is arguably canon! As far as I know there's nothing that contradicts it.

I've also added "This is a safe space" to the description of an earlier rule (be kind and respectful). It already said "hate speech and bigotry are not welcome here" but I figure there's no harm in extra clarity.

They might be referring to the lore from the Shelby Care and Training Guide (funnily enough, the same book your image is from).
I don't see anything explicitly mentioning "no natural predators" but it could be inferred. Also worth mentioning: according to this they're from deep underground!

Despite the clarifying text at the bottom of the guidelines, I sincerely doubt that this is going to be used in good faith; I won't be surprised if this causes an increase in marginalized creators being targeted with reports. Regardless, I'm going to continue doing what I do, 'political' or not. 3/3
