It does cost a good amount to even apply, $2000 CAD at most? It's hard to remember how much we spent, since it wasn't all at once.

I immigrated to Canada in 2021, right after the border started opening to people with relationships with Canadian citizens. Got married, got spousal sponsorship for Permanent Residency within my 6 month visit time. Once you've submitted an application you can stay indefinitely while it's processing.
