BlueSky has made an intentional change to the Following feed to replace older posts from your Follows with random posts.

This removes the power to follow a few people and avoid political posting, in favor of forcing you to see algorithm-driven content. BlueSky, you were supposed to be different...
The top of my Following feed shows only two posts from people I follow. After that is a message reading "We ran out of posts from your follows. Here's the latest from Discover." and then a post from a US politician that I don't follow. Not shown is that all posts after that one are also random posts from random people.
