They're not. I work in the field in the US.

It is harder. Simply put each of the states has their own system and it is isolated from other states and the federal government's systems. It would require access to enough state systems.

We already do that.

It's very much a personal choice here about how they want to interact. There used to be more, but I noticed a change beginning after Gabby Giffords was shot.
