It was 1 of the oldest DoD fed advisory committees, established in 1951 by then-SecDef George Marshall.

1- Perhaps. But, they can appeal. If it goes to SCOTUS & they rule (in their favor) by June/July, it still may be too late for TX to use their 2025 map.
