I suspect these settlements are thinly disguised bribes. Appear to be one thing but actually just a transfer of money and a kneeling down to the creep.

Everything will need to be State charges and civil suits with him showing that he will pardon those that commit crimes in his behalf. Yet to be tested if he can pardon himself.
