Looking at the data (as opposed to what I’ve been told by several people), I think you are right and that these people are conflating whose political ads they were.

Kamala Harris was repeatedly running television ads promoting transgender rights.
I have had about 30 people in Nevada tell me they think that’s why she lost there—because no one knew her economic plan but everyone knew she’d make sure transgender athletes could compete with women athletes.
