Increase the number of people in government. The more people the harder it is to corrupt everyone. The House of Representatives hasn't been increased since 1929, it was conceived to be an ever increasing number as the population grew.

Maybe Trump should remember that Japan, the U.K., Canada own most of the USA foreign debt.
