So what you're saying is we could, in theory, "inadvertently" drive up the insurers provider cost by getting 2nd opinions (even on minor diagnosis) until the insurance company start playing fair? Kinda like faxing black pages back in the day.

It's happened multiple times, yet you're completely unaware that it happens at all is the concerning part. How many other things are slipping by. I read multiple articles about the same topics. I'll go and look up congressional records. It's designed to keep the avg citizen busy trying to live.

What is resourced based? Elderly, the Infirm, Disabled, a slew of Mental disorders (BPD for example) probably don't have resources, skills or ability to provide for themselves.
