Trans people are absolutely being targeted but there are laws that target all LGBT - such as some states have laws allowing discrimination against LGBT people from adopting. Specifically I know my home state of Oklahoma and bordering Kansas have that law, possibly others.

Worse, all future discussion with sexual orientation and gender will immediately get you banned.
I’m skeptical that this will applied equally to heteronormative discussion.
