I was taught to write like this in architecture school because profs like that I could write at all.
In Planning school I started using Hemingway to ensure my writing was high school level or lower.
In professional practice I set my writing to Gr.4.
Much better results.

I once asked a TPS why he parked in the bike lane instead of the empty layby 1 meter ahead. Because he was causing the exact situation pictured.
