It's not quite that simple. Originally that's why they weren't citizens, but other territories have gained US birthright citizenship now. I agree it's still second-class citizenship, but Puerto Ricans are US citizens by birth, for example. Samoans continue not to be US citizens by choice

Samoans oppose US citizenship because they want to maintain as much sovereignty as possible. The 15th Amendment does not apply because they're not citizens, and they're not being denied the right to vote "on account of race, color, or previous condition of servitude"

Citizen means a specific thing, and they’re not citizen. There’s no ambiguity in the language of that amendment, you had to be a citizen for it to apply. American Samoa has chosen not to have US citizenship for their citizens

It’s not actually vague, they’re not US citizens, period. I think their unique status should be considered in bringing charges like this, especially when election officials erred in this case in communicating eligibility, but they’re definitely not eligible to vote
