Why were only some of the premiers at the Speech from the Throne? Why not all or none?

It goes to the US Treasury. What happens to it after that, I have no idea! I’m just a simple Canadian!

I don’t think this is correct. The importer pays the tariff to the US government. If I’m an importer importing coffee from Colombia, I pay the tariff out of my own pocket to the US government so I can import that coffee. Then I raise the price of that coffee to the consumer so I don’t lose money.

The tariff money is paid by the US importer to the US government. The importer then raises prices to the consumer/customer to recoup the tariff paid to the government.
