I’ve worked in federal contracting since the 1980s. I’ve seen efforts to reduce federal spending come and go and the only people that made a difference with the Clinton administration not because they hated government but because they wanted government to work better.

Giving federal employees the chance to quit will cause those that can get jobs to quit. Those who stay either need to stay to retain health insurance, others will be the worst who can’t move on. The result will be those who are the worst will stay & those who don’t want to stay will be demoralized.
