Since tariffs either get passed on to consumers or eaten by businesses, they result in higher consumer prices or loss of jobs when business cut the one place they 100% know can be cut, jobs. So the impact of tariffs can’t be hand waved away, unlike things like culture hotspots that they dwell on.

If this policy didn't, in fact, punish US importers, how would this even re-shore manufacturing? The point is to make it painful to buy foreign items, including the *inputs* ultimately used to make US-made products.
