I'm not 100% certain, and idk if they help non-citizens. I was in a situation similar once, but it resolved before court needed to get involved. If you're still dealing with that person threatening to take your passport and have custody of you, I believe you can contact your area's Community Service Board, or Adult Protective Services. You'll probably just have to go to court with proof that you're capable of taking care of yourself.
