The #TrustAct limits #BaltimoreCounty’s involvement with ICE to not separate families or spread fear. The Trust Act helps ensure people can:
• report crimes
• seek healthcare
• send their kids to school
• access county services
All without fear that doing so will put their family at risk.

For now, this decision means something simple and profound:

Open presents at home.

The court was clear: ICE cannot re-detain Kilmar unless it first proves it has the legal authority to do so. ICE now has until Friday, Dec. 26 to explain itself.

There is also a standing court order blocking the government from removing Kilmar from the U.S. while litigation continues.

Kilmar has complied with every supervision requirement.
He’s a Maryland sheet metal worker.
A father of three.
A man who followed the rules and demanded his constitutional rights.

Yet ICE argued it should be allowed to detain him again anyway. Detain first. Justify later.

The judge rejected that idea. As CASA’s incoming ED George Escobar put it: the federal government does not get a blank check to lock people up.

This matters because the court has already found ICE lacked lawful authority to detain Kilmar in the first place:
• No valid removal order
• No imminent deportation
• No legal justification

Judge Paula Xinis continued a court order blocking ICE from taking Kilmar back into detention. Today's hearing means he gets to spend Christmas at home with his family while the court considers longer-term protections.

TPS is supposed to protect people when their home countries are unsafe. Ending it now during a season of family and gratitude is heartless and could hurt communities across the U.S.
