DrMarkham said since introduction of income management there has been a decline in child protection, it hadn't served as a protection against child abuse & neglect as far as they can see. If it was an effective way of combating child abuse you would expect to see that flow through to figures.

Says there is a problem in policy if this is the best way we can think about addressing family violence is to reduce the human rights of people.

Dr Markham points out that the Commonwealth has spent millions on evaluations that were commissioned by Ministers who wanted good outcomes about program . Those commissioned evaluations have found no evidence of effectiveness that's convincing. If there was evidence they would have found it.
